My father has not filed taxes since 1991; he refuses to ever file again. My parents are divorced, and he is the custodial parent. My mother files taxes and is able to contribute some money.
How will this affect my chances of receiving financial aid? It is unfortunate that my destiny is controlled by a selfish bum.

You have a serious problem. You cannot honestly fill out a financial aid form and provide necessary tax retuns needed for financial aid. Moreover, if you attempt to do so, your father will likely be found out (and he faces criminal charges and possible incarceration). Best talk to your mother first, but you may need a lawyer to wade through this one.
