If you are convicted of posession of drug paraphanalia, are you ineligable to recieve federal aid?

Someone can correct me if I'm wrong, but I believe that is correct. And at the bottom of the SAR it shows where they double check what I assume are government databases which verify the information you submitt.

I believe it depends on whether it was a juvenile (under 18) conviction, which does not make you inelligible, or an adult (18 or over)conviction which does.
