Do most colleges have non-competive merit scholarships. For instance, for students that reach certain standards (like test scores and gpa) in high school?

Most of the colleges I applied to did (but they would be "non-prestigious"). I was guaranteed full tuition at one place, 10,000/yr at another, and 8,000/yr at another (half or just over tuition on the last 2). I have the opportunity at one school to earn up to full tuition if I come and interview for the Honors Program.
