carnegie mellon wants 2003 federal income tax returns and w2 forms by feb 15
is that even possbile
i asked my parents and they said they don't get w2 forms until late feb.

Federal law requires employers to send W-2s out by the end of January, so if your parents' employers are in compliance with the law, it should be possible to send the w2s by February 15.
It might be tight to finish the taxforms by February 15, but they can get a headstart/first-cut by using the information from their paystubs.

Even if you can't get final returns in, send in a "draft" return with an explanation in a cover letter by the deadline. Otherwise, they may put you at the back of the line in constructing your package. Awards sometimes are made with a "subject to final tax returns being in substantial conformity with estimate" caveat.
