FAFSA for non-citizen parents with a citizen kid?

I have a kid(US citizen) applying for colleges for the fall of 2004. Currently, he is eighteen and goes to public HS in the States on his own with my financial support. The problem is that we both parents are foreign nationals and reside also in a foreign country. Therfore, we do not file any tax documents in the US. Can we still apply for FAFSA? If so, is it OK to fill the FAFSA forms with approximate figures we can provide?
