If a school gives you need based fin aid... what can you use it for. Obviously tuition, but can it also be used for room and board/personal expenses.
Also..another question I have is weather getting a scholarship from a certain school would affect their decision for your need based aid package??

Loans and grants from the school are applied first to school charges (tuition, fees, room, board), with the remainder remitted to the student (or if they are parent PLUS loans, to the parents if they request it).
Schools treat scholarships differently. Many allow them to substitute for the student loan and work-study parts of the need-based package. They'll then either let you keep the overage and "bank" it for graduate work, split the overage between reducing their grants and giving it to you, or, like most I'm familiar with, use it to reduce your grant package, unfortunately.
