i live in the U.S and go to a public school in this country, but i do not have a green card. The thing is my parents still work here and pay taxes, and i have an H4 visa. Does this mean that colleges will still treat me as an international student? Thanks for your help.

I'm an international student but I've never heard about H4 visa so I bet noone here knows more about that. Why don't you ask somebody specilize about immigration or just a college official, it's easy.

I worked in an International Student office and had an H-4 Visa at one point. Unfortunately, yes, there's a strong chance that you will be. You might even get charged out of state tuition even if you've resided in your state for more than a year. Have you applied for a Green Card yet? Many colleges will classify you as a Resident Alien/Permanent Resident if you show documentation that you've applied for a Green Card...

I believe H4 is visitors of someone who holds H1 visa right.

Yes all students w/o green card or citizenship (US or canadian) will be treated as international student.

i am a H-4 as well, but i have filed I-485 and obtained EAD, i do not know if they still treat me as international or not.

They shouldn't classify you as international then. An I-485 is an immigrant visa. It varies from college to college though... good luck. I don't have an nonimmigrant visa, yet they charged me out-of-state tuition anyway. BLAH...
