What constitues a "complete" arts supplement?

The arts supplement says two things:

1. al items in portfolio must be received in order for it to be evaluated.

2. Include the tap/cd/portfoilio, a resume, and "IF YOU WISH" a letter of recommendation.

if you include the tape and a resume, but no letter of rec (I cant get it by the oct 15 deadline for early) do u think that my portfolio would be "complete?"

Yes, because the form states the letter of recommendation is optional. For example, while I'm submitting a rec. for my studio art portfolio, I may or may not be sending a one for my creative writing supplement.
