I am extremlly interested in majoring in in a foreign language during college. Does anyone know if that department of Harvard is any good?

There isn't just one foreign language department. There are several different departments at Harvard. For example, romance languages, german, slavic languages, east asian languages, near eastern studies, etc.
Most of Harvard's language departments are good. I've only taken russian at Harvard though and those courses were challenging. With east asian languages like Chinese and Japanese or other difficult languages like Arabic, you will get a good foundation but don't expect to become fluent during your undergrad years. It just doesn't happen whereas you can become somewhat fluent in a romance language or in german.
I didn't major in a language so I can't tell you about how hard a foreign language major is.
