Is it true that Harvard's undergraduate program is bad? I heard that some people choose Yale over Harvard cuz of the undergraduate program.

Nothing at Harvard is BAD, Yale might just focus on undergrads a bit more but they are both exceptional institutions and you will be fine either way.

The negative reputation of Harvard's undergrad program is a myth perpetuated by Yale trolls and other bitter individuals.

You have to define what you mean by "bad". Bad compared to what? Compared to a LAC like Williams or Amherst? If so, then yeah, Harvard's undergraduate program is bad. And so are the programs of YPS and most of the other national universities.
Even if you want to restrict yourself just to talking about the national universities, then sure, Harvard's undergraduate program is probably not as good as, say, Princeton's. Whether you want to take that to mean that it's bad is, I think, a matter of semantics.
