A friend of mine will apply to Harvard next year. He immigrated to Canada 5 years ago, and therefore doesn't have to take the TOEFL (he has just enough English HS experience). Is taking the TOEFL and submitting it instead of the SAT, coupled with high SAT II scores, just as equal as someone with sending in a SAT I score with high SAT II scores? If his English is still not perfect, or even if it is very good, is he still allowed to take the TOEFL and submit it to Harvard, as long as English was his second language?
