Georgetown also does "likely" letters. I got one today!!! The letter basically just says that you have a 95% chance or better of being accepted after the final review.

NYU definately sends them. I know that RPI sends them, although they're aren't as popular a college.

Has anyone else received likely letters from Duke or other smaller colleges such as Bowdoin. I haven't received any and I was wondering whether or not that was a really bad sign.

Rensselaer Polytechnic Institute (RPI). "Likely letter" was in A2 envelope (invitation size), signed by the Dean of the School of Science.
Does a Regents Scholarship invite letter from UCLA count as a likely letter?

unc-chapel hill sent them for early action applicants. it basically said i had a very strong application, etc

I recently received an official loan application from the University of Pennsylvania about which I e-mailed the financial aid office to figure out what it meant and what I was supposed to do with it. They replied by telling me to wait for my acceptance notice to arrive and then mail it in which I hope/assume means I got in. I suggest that anyone in a similar situation e-mail or call the financial aid office as they might recieve some good news early.
