If I wanted to go to community college and get a A.A. in Business Admin. and switch to WashU, would they look for what my ACT score was and how I did in HS? Or just my college GPA and the honors program in cc?

They'll evaluate everything. Depending on how much of a departure you've made from hs to cc and beyond is what'll effect the decision most.

What if I did really good in Community College compared to HS, and was in the Honors Program and had a B+ average GPA?

Once you enroll in a community college, the school to which you eventually transfer does NOT look at high school transcripts, unless there's some foreign language requirement that you did at high school, not at the CC. I graduated high school with less than a 3.0, and I'm still eligible to go do a decent school like UCI, just because my CC GPA is very good.

Places like WashU still consider high school transcripts and the like--why else would they ask for them--but I'm sure they don't place any primary emphasis on the materials. As long as you're demonstrating growth, and write excellent essays--yes, they're even more important for transfer students, believe me--then you'll position yourself well to gain admission to WashU or comparable schools.
