Apparently UCSB changed it's site for application website and it looks beautiful. http://www.admit.ucsb.edu/applicant/index.asp?context=applicant_freshmen
And it said, "Fall 2004 admission decisions are not yet available. Freshmen admission decisions will be available on Tuesday evening, March 16, 2004. Transfer admission decisions will appear as they become available between March 17, 2004 and May 1, 2004. "
