My friend claims it was random, and its killing me because ever since I got it I was praying that it meant I was borderline, hence even close to getting in...

Can anyone clarify this?

It indicates that in a scale of 1-5, applicants who received the questionaire have a score of 2.5(borderline). You can find about this information in the http://www.universityofcalifornia.edu website(click updates on comprehensive review, it provides the evaluating process of each UC campus).
