Next year I will be going to an out of state school in VA. In the chance that I would decide to transfer back to my homestate(MD), my first choice would be UMD(college park). Since I will be coming from an out-of-state college, would I still be considered an in-state applicant?

Yes, as long as your parents are still residents of MD.

usually a minnimum of a 3.0
