Would it be helpful for me to sort of start up an e-mail relationship with the respective person on the admissions staff that controls my application.
My parents seem to think that this will help me get merit scholarships because I would be showing an interest in the school and my name would be coming up more often. I'm worried, thought, that they might get annoyed.
Oh, and would a simple letter to the admissions staff showing my interest help either.

i think you should, at most, send a letter of interest. The email relationship sounds like a bad idea to me. Unless they know you already, why would they really want to talk to a random student applying to their school?
Parents usually know best, though. Do your parents know a lot about college? perhaps i'm wrong.

No, but that is what a Dean of Admissions of a nearby LAC told them I should do. I guess a letter is a better idea, but I just don't know what exactly to write about. Naturally I want to show an interest in the school, but shouldn't I also talk about something else?
