if they ask u abt a member of your family having attended the school, can you put your cousin down??

It depends how specific the question is. Some schools ask specifically if a parent or grandparent attended the school, and some ask if a family member attended. If it asks specifically for parent or grandparent, I wouldn't write in a cousin. If it asks generally for a family member, I think it is fine to write in your cousin's name

the choices were: father/mother/sibling/grandparent, other

i guess he can go under "other"

it asks if a member graduated from a degree program. is that the same as the family member graduated.??? does he need a masters or phd or something to be considered having graduated from a degree program??

No, a bachelors is a degree too. They probably mean "graduated from a degree program" as opposed to "took a few adult education courses."

My guess, and it's only a guess (so you can compare guesses) is that Momx4 is right... unless you are very close to your cousin, and write about your interest in the school because of your cousin. If you want that connection to work for you, you'll really have to market it.
