I dunno about the second question, but you don't send AP scores officially until later.

on the back of your score report is a sheet to send in your scores. photocopy it, write in the college name, code (check college board.com for this) and address, fill out a 14$ check and send it.
after having done this, i heard it was just fine to photocopy your score report and include that with your application though.
some colleges have a rubric specifically for ap/ib scores

Most of the time, it's enough to just list the scores on the application. Since they will be on the transcript from your HS, there's a built in check. And, if they found out you lied, they would just revoke your admission.
So save your money unless they ask for an official score report.
