is it better to put down a major for boston college even if i am undecided? would it increase my chances?

and also...my guidance couselour will be out for a few weeks b/c he had just had some eye surgery...but i wanna send the supplement ASAp..there's this part abt the application fee waiver..i need his signature...but i already recieved a wavier with a stamped seal and signature...so should i send it in w/o the signature or get some other guidance couselour to sign it??
