I heard that if you submit your application (including all rec, essays, activities, etc) before December 1st for Regular Decision, they can give you an early evaluation letter telling you whether you're likely or unlikely to gain admission). Is this true at all?

no. in hopes of improving their yield, some colleges send out likely letters that predict acceptance to its strongest applicants. i don't think any college is cruel enough to send an early letter saying that you'll be rejected.
