A friend of mine is inquiring whether she should place her PSAT score on her resume, because it really isn't that significant other than for scholarhip purposes.

No, unless she is a potential national merit scholarship winner - colleges only care about the SAT's and the SAT II - and even those you shouldn't list on a resume, they want to see the official college board report.
