I was wondering, if a very intelligent African-America male did terrible in high school, didn't do too well in high school, around a 1.7GPA, but went to a open admissions college, and did very well lets say in the 3.7 range, what are the odds of him transferring to Berkeley's history department after two years of very good work, at the open admission's college?

That sounds like a compelling story, Michael. I can't really tell you the odds, but I'd say it's definitely worth a try.
