How much would national awards and state awards along with an abundance of EC's offset a relatively low SAT score of 1350 (3.8 GPA) when it comes to applying to an ivy league school such as Penn?

Nobody except a UPenn admissions officer is going to know the answer to your question. Even then UPenn admissions officer would need to know the details of your awards and have evaluated your recommendations.
The UPenn web page doesn't show the range of combined SAT scores, but assuming a uniform distribution, one might conclude that about 25% of the students admitted have a score lower than 1330. Assume that a good percentage of that 25% is going to include recruited student-athletes, legacy students, and URM's.
There's probably not much room left in that 25%, but of course accomplishments at the national level are obviously going to looked at closely.
My conclusion: it depends.
Did you qualify for the national olympic team? I'd say yes.
Did you win the national spelling bee?
It depends.
