If I get 1450 on my Sat, and I am involved in the school newspaper, volunteer at a hospital, and involved in a peer theater group, how low of a GPA can I get and still get into Berkeley?

Sophia, the SAT IIs are weighted as highly for UC asmissions as the SAT I (actually more, since there are 3 SAT IIs), so the information you've provided isn't really sufficient.
If your GPA is low or if you haven't taken challenging courses in high school, it is unlikely that you will get into Berkeley even with high SAT I/ SAT II scores. Like many highly selective colleges, Berkeley turns away many students with very high SAT scores when their academic record is not up to par.
If you are a California resident, it's best to choose one or two other campuses as backups. Of course you can apply to Berkeley as well at the same time.
