Will outstanding rec's, awesome essay, a 4.3 weighted GPA and above-average EC's that display excellent leadership, cancel out an SAT score of 1150, expected to be higher, and SAT II's of 680, 680, and 620

1150? I don't know, it would depend on the degree to which your other stuff is outstanding. If you won some world music championship, or the nobel prize lol, then yes definitely; although it would look a bit peculiar.
But the best thing to do would be to raise the SAT score at least to 1250 mark, but this too depends on where you're applying. If you study hard, i bet you can get it past 1300, which is substantially better than an 1150.

no, but a high SAT (1550+) will offset mediocre (B-average, 15 %tile) grades according to hernandez

Generally, I don't think good recs, gpa, etc. will compensate for low sats. Weak sat Is and IIs corroborate each other and conspire to create the impression that the high schools grades were unjustly inflated. Ultimately though, it will depend on the college, its sat average, and how competitive admissions are.

Well, how about a 1290 SAT I, just got my new score, BTW Floyd grades at my high school are not "unjustly inflated" Very few people do well in the classes i managed to receive A's in, you would be suprised, I also have two 4's on Bio AP and USH AP, some of my schools include UCLA, UC Berkeley, UCSD, UC Davis, Brown (ROFL), Stanford (Breaks Rib Cage), GWU(Moderate Chuckle) and UoP
