Why is it that California expects out of state students to do better than in state students? The other day I was looking through CSU mentor and I found that CA wants a "Higher" score (gpa X 800 + SAT Score) for students out of state...... while in state only has to achieve a lower/average score.....

The schools were created specifically for California students and they have a quota of CA residents they HAVE to fill. They lower their standards a little to fill that quota.

Might have something to do with the fact that California residents pay through taxes for the state system. Other systems also give preference in state.
