I had a friend who applied, and got into many prestigious UC schools (UCLA, UCSD, UCB) wit mediocre (3.6 gpa 1380 sat) stats...he says its cuz he lied about being the first in his family to go to college (his father is a proffesor for pete's sake!). so i was wondering... do UCs consider 1st gen students during admissions.. or did my friend get lucky and they didnt check.
PS.. how could they check?

Yes, UC considers first generation college attendence a plus. UC only checks 5% of undergrad. application at random.

I know this is a bit off-topic, but how tough is it for out of staters to get into UCLA or UCB? Just curious because my cousin, who's now a freshman at Brown, got rejected by UCB. She lives in Las Vegas, Nevada.
