lets say u apply for an undergraduate colleges psychology program and u get accetped
can u then change ur mind and major in something else?

It depends. If you apply to the college of Arts and Sciences with the intent to major in Psychology (if you chose to declare since most colleges do not ask for intended major) and then you decide to switch to Engineering, you will have to go through some sort of official procedure at most universities. However, if you simply decide that instead of majoring in Psychology you are going to major in History or Biology, then you do not have to do anything since all those majors fall under the same college.

At liberal arts colleges, there is usually no problem changing majors.

Check with your school. I know Case Western for example is just your signature on a piece of paper and you are instantly in as soon as you end your signature...

well im applying to suny binghamton and stony brook now...
it asks for major....
im kinda undecided but i want to go to psychology at bing and premed at stony
or major in math at both...
im not sure though....
should i just declare undecided and then go into any major later?
wat do each schools offer??
