Obviously these are all great schools, but has anyone heard anything specific about the political science department of any of the three? any information from students or just casual observers would be greatly appreciated.

When you say Political Science, are you talking PS proper, or do you also include International Studies and International Relations/Foreign Service?
If you only wish to study Political Science, none of those three schools is really that good, but Cornell is the best of the three. But if you really want the best possible departments for PS, I would be looking into schools like Harvard, Michigan, Stanford, Cal-Berkeley, Princeton, Yale, Chicago, Duke, Columbia and MIT. All of those schools have better PS programs.
On the other hand, if you want International Relations, Penn is probably the best of the three and Cornell would be #2. But even then, schools like Georgetown, Tufts, Johns Hopkins and Princeton are better than Penn and Cornell.

Dartmouth has the rockefeller center, which is focused on public policy and poli sci, and they are very active in giving grants, getting students intenships, and have a great study sbroad program. Lots of individual attention/ speakers/ etc. Don't know about the other two, but I am sure they are good as well. Between these choose the one you like the best, I can't imagine Penn and Cornell having much worse departments...The biggest difference might be the attention undergrads get at Dartmouth.
