Could someone apply, get accepted at the UCs and then take a year off before starting college? How about after freshman or sophmore year? Basically can someone put their education on hold at the UCs do something else and then come back?
I'm specifically interested in:
UCB, UCLA, UCSD, and UCD

The UCs do not have a deferred start date. UCD has a program called "Planned educational leave", or PELP for short, which allows a student to take time off, up to a year in length, and return with a minimum of bureaucratic paperwork, once a student has attended at least one quarter. I expect the other UCs may have similar programs, however I am not familiar with them.

My understanding is that you can't defer until after you've completed one term.

yes - after 1 quarter at UCD. You'd have to check the other UCs to get their specific info.
