And would it be better just to major in civil engineering, but specialize in this in grad school?

um penn state? im not sure but when i was researching hydrogen cars their environmental engineering department did a lot about getting the hydrogen.

The BLS is a great resource for anything relating to jobs.

Median annual earnings of environmental engineers were $61,410 in 2002.

That's only slightly less than the average engineer; not to mention if you work in certain areas, you make far more than that:
