What are the best overseas bargains?

Canadian schools. For example, McGill is an excellent, world-reknowned Canadian university that charges around $3,000-$4,000/yr (not exactly sure). Check out Queen's, McGill, and University of Toronto.

UNAM and Tecnologico de Monterrey in mexico if you speak spanish

both quite selective however (especially UNAM)
