Probably UT-Austin. Colorado and Minnesota (if that counts) also seem quite respectable, as do several others.

How do you define "best"? These are probably the most academically respected state schools, but they are very different from each other. Evergreen has a good academic rep as does UT Austin, but they couldn't be more different from each other! It all depends on what you are looking for...

Washington - Seattle
Oregon - Eugene
Arizona - Tucson
Minnesota
(given the question, a least part of the campus should count!)
