In the housing application, is putting down just one preference (neighborhood) okay? It says there is a maximum of 8 preferences and no minimum. Unfortunately, they dont listen to preferences to particular dorms and instead only to individual neighborhoods, so all I have put down is my desired hood'.

No, they allow you (and even suggest) to apply for housing even if you are not sure you are going there since its a first-come, first-serve kind of thing. I really want my neighborhood preference to be granted so I've decided to follow their advice.
