for this school, when do we start applying for stuff like scholarships? and is there an honors program or not?

You should have applied for money already or as soon as possible.
Yes there is an honors program.

Because it irks me when people are too lazy to do a really simple search. I would not mind if they asked my opinion of the best this or that or where to find some obscure facts but this is basic stuff.

don't worry about the honors program thing, if they think you qualify, they will send you an application for the program, and then you have to get accepted to that. so don't worry about that at all, if they think you're good enough they send you all the information, and then they have a rolling admission policy where decisions will be mailed out starting in MArch, but if you do not recieve anything, there is nothing you can reallyu do except wait til next year if you attend

so here is the entire scoop. Please note that if you did not apply for the school of liberal arts this does not apply.
The Admission Process for Incoming First-Year Students
The admission process for incoming first-year students to the College of Letters and Science Honors program involves two steps. Students meeting minimum eligibility requirements (see below) are sent invitation letters and applications to apply to the program beginning the January prior to the student's first semester at the University. Applications received are then evaluated on a rolling basis throughout the spring with admission decisions being mailed to applicants beginning in March through the early summer as needed.

Eligibility
In order to receive an invitation to apply to the L&S Honors Program, a student must first be admitted to the University of Wisconsin-Madison by the Undergraduate Admissions Office. The student must also be admitted to the College of Letters and Science within the University. Students in other, non-L&S Colleges (Engineering or the School of Education for example) are not eligible to apply to the L&S Honors Program.
Once admitted to the College of Letters and Science, students having either a minimum 3.6 core high school cumulative GPA (on a 4.0 scale) OR students in the top 10% of their high school graduating class will be sent an invitation and application to apply to the L&S Honors Program. Application to the program requires submission of a complete application form along with a 500-word essay. Invitation to apply and submission of the application and essay does not guarantee admission to the program (see "Admission" below).

Invitation to Apply
Incoming first-year students admitted to the University's College of Letters and Science prior to January 1 who meet the above criteria receive invitations and applications to apply to the program beginning in mid-January. Students admitted after January 1 who meet the above criteria will receive invitations and applications on a rolling basis (mailings are done about every two weeks) beginning in early February and continuing through the application deadline that generally falls in late-April/early-May.

Admission
Admission to the L&S Honors Program is highly competitive. Applications are accepted and read on a rolling basis with the first admission status letters being mailed to applicants beginning in March. The deadline for application to the program generally falls in late-April/early-May.
Because space in the program is limited and the quality of applicants has been rising in recent years, the Honors staff carefully considers all aspects of an applicant's record including the application essay, academic record, extracurricular and community service activities, and leadership roles when evaluating applications. It is, therefore, not possible to identify any one criterion that ensures admission to the program.
In recent years, the average incoming first-year student in the L&S Honors program ranked in the 95th percentile of his or her high school class, had a grade point average of 3.9 on a 4.0 scale, and standardized test scores of 30 on the ACT and 1340 on the SAT.
