It seems to be very incomplete because there are many more, including a large number of public universities not listed. What does "rolling admissions" mean?, are they better or worse that the other ones? i don't know, can anyone tell me about it?

Rolling admissions means that your application is reviewed after it is received and a decision made pretty quickly thereafter. This is different from the regular admissions policies at many private universities that assess all of the applications at set times so your application is due at set times and a decision is mailed out at set times. For instance, such a school may have an early decision application deadline of Nov 1 with a decision mailed by December 10th and a regular decision deadline of January 1, with notification given April 10.
It is neither worse nor better to have rolling admissions, just different. It is better in that you get an answer in a few weeks after you apply instead of having to wait until April which is the standard decision mailing time. For instance kids who applied to Penn State, U Md, many of the state schools have been notified already. It also means that there are probably no strict deadlines. You can apply and be accepted until the class is full.
In reality, in a school like Penn State you had better get your applications in early, by November if you want to have the best shot of getting in. Once seats are filled or as they fill, it becomes more difficult to get into the school, or you are an automatic deny.

I'm a big fan of applying earlier rather than later... and and even bigger fan of choosing at least one "rolling admissions" school that is a safety for you. It's SO much easier waiting to hook the bigger fish once you have a already pulled in a smaller one. You know you won't be left empty-handed.

There may be a few exceptions, but just about every state school is rolling (they usually have some kind of final deadline, though... but they'll keep reviewing if spots remain).

If you apply to Madison or Michigan, I'd recommend you get all of your stuff in before November- Madison is a pretty easy application and you have a much better chance if they review it early before they fill up their class.

Did you get that list from the Princeton review? yeah i got that today....
Does anyone know if any of these schools offer financial aid for international students?
Are these schools seen like not as good as the rest? I don't know those schools so I don't know which ones are the best, and i wouldn't want to make a bad choice....

If you apply to a school with rolling admissions, when do you actually have to commit? Can you delay until you hear from other colleges (which might be several months later)?

Yeah, rolling admissions schools for the most part have the same may 1 commit-by date as other schools, so you can certainly delay until the April 1 decisions start rolling in. The only exception that I know of are the service academies, who can offer admission at any random time they choose
