Try this website - click on career development and they have a list of schools with PHd programs --- most will also have undergraduate programs. This is a non-profit society for animal behavior researchers:

One school I happened to be looking at yesterday that has what appears to be an excellent animal behavior undergrad program: Southwestern University in Texas.
