Which school of HYP has the best religion program?

I think the Harvard divinity school is pretty top-notch. I had a friend who went there.

Undergrads can take classes at the Div school but can't get an undergraduate degree there.

I majored in religion as an undergrad at Brown. The answer really depends on your focus. Elaine Pagels at Princeton is a huge name in the study of early Christianity. And Cornell West is also there - he's a household name. John Butler at Yale is a big name in the history of American christianity. But I only know these names because those were areas I focused in...you could be interested in eastern religion, for example, in which case other scholars would matter. Or if you were interested in Islam, Harvard has a great Arabic and Islamic studies program.
However, unless you are planning to get a PhD in religion, or a Master of Divinity, I don't think it much makes a difference which of these there colleges you choose. Employers are going to look at your HY or P degree first, your major second. And as an undergrad, you'll have to take a wide range of courses outside your major so you can't just look at the character of one academic department. The character of the school in general, and whether you feel like you fit in, probably matters more.
