Cooper Union isn't completely free - tution is free. Be advised that living in NYC is not cheap. I think they estimate costs to be $20,000/school year (room and board is around 12k i think). So, not quite as cheap as your state school, but really a great deal when you consider quality. It's a very small/selective engineering / architecture / art school in NYC.

If you are admitted to Cooper Union in NYC -- and getting admitted is the hard part -- you pay no tuition. However, other costs are not cheap -- for example room and board is about $12,000 a year, which is significantly higher than most schools. It has about 900 students total and has only three schools -- art, architecture, and engineering.
