stats are as follows:
GPA: ~3.3 UW ... weighted isnt much higher. private prep school in southern california
SAT I: 1310 (670 M / 640 V) No time to retake
SAT II: 620 Writing / 700 IC / 700 US History ... taking writing, us history, and iic in dec.
ACT: Taking in dec... last chance to try to make up for the 1310.
URM
EC - Crappy but "unique" if that means something any longer. No sports/leadership at school in the last 2 years.
Im applying to Colgate and Carleton simply because the apps are free. I need a match LAC because im still not positive whether or not i want to go to a large/small school.
I just want to take basic English and a couple scandinavian language courses (i just want basic understanding/communication ability). Id like to take 4 or 5 social science classes, and the remaining in science/math. My major will be neuroscience but i will most likely go to grad school where i can focus a little more on my major. I enjoy history and psychology, and i am not positive if i would be able to take all the courses in those subjects if i were enrolled as a neuroscience major at a large school.
Any suggestions? By the way, kind of off topic, but what are my chances at Umich - ann arbor and Uwisc - madison, out of state for both?

Oberlin, Kenyon or Reed? Oberlin's probably a reach for you but Kenyon and Reed may be matches.

IMHO the best LAC for math is Williams College, but I think that WC is a huge reach with your stats.

Macalester would be a good match for you. They have a strong neuroscience program and should meet your other requirements as well.

EDIT: Re my comments about Williams above--I misread your original post and thought you wanted to major in math--for which Williams is well known. I see now that English is your intended major. I'd recommend Colby, Hamilton, Kenyon, Grinnell, and maybe Bates. These schools are pretty competitive, so i'm not sure i'd call them matches--maybe low reach, high match...
