Top 25 vs. Honors Programs?

Well ive realized that unless i really do well on my sat ii's (which im planning on doing), i dont have an outstanding chance at most/all top 25/ivies. Ive been thinking about applying to an honors program at a school where i would easily be admited. My stats are as follows:

SAT: 1310

SAT II: Get scores on thurs and im retaking in dec.

ACT: Taking in Dec...

GPA: 3.3 UW with a good trend (2.8 Frosh, 2.9 Soph, 3.6 Jun, 3.7 Sen). Weighted isnt much higher but this year ive got a 4.3 so far if that means anything... This is what will most likely keep my out of the top schools since i feel i can do really well on the act/sat ii. Damn prep school... should have gone to a public school.

URM - 100% Cuban (i wasnt born there).

EC: Probably below average on this forum because no sports the last 2 years, little leadership, and a lot of community service.

Im still going to apply to my top choices just because i dont want to (not) do something that im going to regret later on in life. On the apps i fill out, neuroscience will be my major. What honors programs should i apply to? I wouldnt like to worry about tuition so somewhere where i could go for really cheap would be great, but im expecting to work my ass off so tuition is not the biggest concern. In other words, please suggest schools where I could go for cheap/free, and others where im gonna have to pay a large sum. How easy would it be to transfer after 2 years from an honors program to a top 25/ivy if my gpa is 3.8-4.0?

How about U of Pittsburgh, U of Mich-Ann Arbor, or Central Michagan U? They all offer neuroscience programs and have honors colleges. You'll have to check with each school to see what the requirements are for the honors program.

And, how about the University of Rochester as well? Doesn't have an honors program but your stats make it a match.
