Graduated from Purdue Electrical Eng with 3.83 last two semester gpa and 3.6 overall. gre math is 800, verbal 550. good but not great recommendations, relevant work experience.

These stats are not bad but considering that Im out of state, Im not even gonna apply to Berkeley.

1)Which other top schools (but not MIT-caliber) have good ECE, particularly telecom, programs?
2)What are my chances with other UCs? Should I even apply?
3)How about Canadian schools such as McGill, UBC and U. of Toronto?

for engineering, i would NOT recommend mcgill, ubc, or u of t being someone who grew up in toronto. University of Waterloo is WAY beyond top tier in canada in terms of engineering, particularly computer/software/electrical. The programs ARE very competitive (usually 94%+ average), but you should give them a shot. my parents are both engineers and ex. nortel networks executives, and waterloo is where they get their meat. however, i would still give uc berkeley a shot.

canada is very far away from california LOL.

Actually, Canada is not SO far away. UBC, which is in Vancouver, is about a three hour plane flight from SoCal. That's a lot closer than say, MIT would be.
