Does anyone know where I could get statistics on the rankings of different programs schools have to offer? I can't seem to find that..

I don't believe they exist. USNWR does rankings of graduate programs, but the strength of a graduate program is not always reflected in the undergraduate program. There are some books that look at specialized undergraduate programs such as art, performing arts, or business schools, but I don't believe you will find anything that ranks undergraduate biology or English programs.

I think a book...starts with a "G". Gourman's or something like that. His book ranks the best programs. Like engineering, journalism, etc...

Two books that are very useful: The College Finder (by Steven Antonoff) and Rugg's Recommendations of the Colleges (Frederick Rugg).
You can usually buy both used on Amazon.com for less than $10 plus shipping. The Fiske Guide and Kaplan's the Unofficial Insiders Guide to the 320 Most interesting Colleges also have lists next to each school of what they say are its strongest programs. Just remember that none of these is perfect -- use these books as a starting point to identify possibilities and then really dig into the courses and programs offered by looking at each school's web site, talking to professors, etc. The best "ranking" of individual programs will ultimately be one you put together yourself.
