The choice: UCD, UCSB, UCI vs. SDSU Honors program. Any comments?

I received my MBA from SDSU. SDSU is severely impacted in many majors which translates to difficulty getting the classes needed for graduation. Don't know if the honors program helps you avoid this problem and get the classes you need to graduate on time --- most SDSU students need 5 years to graduate and the school has already announced things will be getting worse with the state budget cuts.
I'd stick with a UC school myself.
